Francis Frederick Tusubira
Dr Tusubira, the Ag
Director, Directorate for ICT Support, obtained his Phd from
University of Southampton, England; his M.Sc.E from the University
of New Brunswick, Canada; and his B.Sc. (Eng.) (1st Class Honours)
from Makerere University, Uganda.
He is a telecommunications professional
with experience and strengths in: policy formulation and management;
project management from conception to implementation; regulation
and regulatory issues; information and communication technology
(ICT) infrastructure design and implementation; ICT as a tool
for development.

Tusu is married to Dorcas, who works with UNDP as Personal Assistant to the Resident Representative, Uganda. They have three children: Angela S. Nakandha Tusubira, Brenda H. Namusobya Tusubira, and Yonasani E. Mpubani Tusubira.
Born 29th May 1952, Tusu holds a PhD from the University of Southampton, England; an M.Sc.E from the University of New Brunswick, Canada; and a B.Sc. (Eng.) (1st Class Honours) from Makerere University, Uganda.
He was worked with Makerere University (where he now holds the rank of Associate Professor) since 1975. He is currently the Director, Directorate for ICT Support.
Nationally, he has held assignment as Commissioner, Uganda Communications Commission (June 1998 – Jan 2005) and Member, Electricity Regulatory Authority (May 2002 – May 2005). At the continental level, he is the Director and Chief Executive of NetTel@Africa, a continent-wide capacity building network for policy makers and regulators in the ICT sector, owned by the major regulatory associations in Africa. He practices at the local and international level as a thinker, advocate and consultant in ICT for development.
Professionally, he is a Fellow of the Uganda Institution of Professional Engineer which he has also served as President; a Member of the Institution of Electrical Engineer as well as a Chartered Engineer (UK); and a Registered Engineer in Uganda.
In Rotary, he has been a Country Fund Coordinator; District Treasurer; Assistant Governor; Country Vice Chair; and District Trainer. He has carried our volunteer assignment for the TRF Cadre of Advisors in Tanzania, Kenya, Ethiopia, and India.
